Illinois Senate Bill 3484

Dear Parents, Guardians, and Community Members,

As part of our commitment to student safety and in alignment with new Illinois State legislation (Senate Bill 3484) taking effect on January 1, 2027, the Mascoutah School District is updating its campus regulations regarding micromobility devices (E-Bikes, E-Scooters, and Electric Mopeds/E-Motos).

Beginning January 5, 2027 (the first day of Semester Two), the following policies will go into effect across all District campuses:

1. Elementary & Middle School Campuses

Prohibition: Elementary and Middle School students will no longer be permitted to ride or possess E-Bikes or E-Scooters on campus property.

State Alignment: The new Illinois statewide law establishes minimum age requirements (15 for Class 1 & 2 E-Bikes; 16 for Class 3 E-Bikes and E-Scooters) and prohibits micromobility devices on sidewalks. Because our younger students do not meet state age requirements to operate these devices legally, they must be left at home. Standard pedal bicycles remain welcome.

2. High School Campus

Registration Requirement: High School students wishing to ride an E-Bike or E-Scooter to school will be required to register their vehicle with high school administration to receive campus parking/operating authorization.

Next Steps: Detailed information regarding the registration process, permit requirements, designated parking areas, and other expectations will be shared directly with high school students and parents in the coming weeks.

Key Information on the New Illinois State Law (Effective Jan 1, 2027)

To support families in making informed transportation choices, the Illinois Secretary of State and local law enforcement emphasize the following statewide standards:

  • Age Restrictions: Riders must be at least 15 years old to operate Class 1 & Class 2 E-Bikes (up to 20 mph) and 16 years old for Class 3 E-Bikes (up to 28 mph) and E-Scooters.

  • Sidewalk Restrictions: Statewide law explicitly bans E-Bikes and E-Scooters from pedestrian sidewalks. Devices must use designated bike lanes or roadways.

  • High-Powered / Out-of-Class Devices: E-Bikes or E-Motos exceeding 750 watts or speeds over 28 mph are categorized as motor-driven cycles. These require a valid driver's license, state registration, title, and insurance, and are prohibited on bike paths, sidewalk walkways, and school walkways.
